thats easy to do in Photoshop… all you need is Photoshop, an action (from Action central dot com.. called Warhol) and a Hi rez image.. best from a 6 to 8 MP camera.. then open the photo in PS and go to the actions window and choose the Warhol action and run it, then resize to the poster size you want, upload it to someone like Mpix and youre done!

Not sure if this is the one you were thinking about, but this one was featured on HGTV’s "I want that".

I personally used it last year to make Christmas gifts for grandparents. The quality is excellent, and everyone loved having an unusual photo of their grand-daughter.
