Setting up an online live tutoring website and advertising it?

I’m thinking of setting up like a forum where people can offer to tutor live for money and people who need tutoring can find an instructor who has knowledge pertaining to the area they need help with. How would you go about advertising the forum though to get traffic to the website for something like that?

Advertise with search engines
Yahoo
Infoseek
Msn etc
wont be cheap but you can pay so that when someone searches for a forum youe add will be displayed on the search page.

If your going to do this, how are you going to ensure that the tutors are safe, as I take it kids will have access to this, don’t get me wrong I think it’s a brilliant idea, but can’t see how you are going to be able to vet tutors……
