what size should I make my website? calling all web designers and website programmers!?

alright so i am a intermediate website programmer/designer and I am using Photoshop cs4 and Dreamweaver cs4 my question is that when ever I import my template that i make in Photoshop into Dreamweaver the image is always to small or to large or long or there is something always wrong with it i can never seem to get the size right. what size should i set the template in Photoshop? i hope this question makes sense thanks!
