Are you referring to the "Sponsored Links" on the right side and top 2 positions? That’s the Google Adwords paid ad listings, the primary source of their billions of income. Most ads cost perhaps $0.50 to $5.00 per click, some higher depending on the search term. You can find gift vouchers for first time users, many web hosts offer these as a sign-up perk.

That’s a Pay per click method. People pay for it.. Result of SEO is the one in the middle of the page.
